POSITION SUMMARY

The Director of Programs manages and oversees implementation of all program activities managed by HIAS Europe. This position leads in the coordination processes internally and with external partners to protect refugees and to deliver humanitarian assistance for HIAS beneficiaries – whist focusing on HIAS programmatic focus areas. The incumbent will work closely together with Institutional Development, Communication and Advocacy Colleagues, and supervise Country Directors of HIAS Offices in select European countries, as well as all Programs staff in HIAS Europe.

ESSENTIAL FUNCTIONS:

  • Oversee operations in European Country Offices (currently Greece, Moldova, Poland and Romania).
  • Lead the development of a strategic vision and program priorities for work in Eastern Europe; revisit the vision and priorities as needed to reflect changing regional and local realities.
  • Coordinate the design and implementation of programs throughout Europe, including in partnership with local Jewish communities.
  • Lead and manage program staff in Brussels to ensure that HIAS Europe programs in the field are supported strategically, programmatically. As needed, advise and provide support to resolve issues in the field, in close collaboration with HIAS Europe and HQ (regional) colleagues.
  • Supervise Country Directors of HIAS Country Offices institutionally linked to HIAS Europe. Supervise HIAS Europe Program staff. Mentor staff to ensure high levels of motivation, commitment, capacity, and team work in support of successful program implementation.
  • In close cooperation with Institutional Development team, develop a comprehensive strategy for funding work in the region; aggressively pursue new funding opportunities while maintaining relationships with current donors. Assist in creating materials to support fundraising efforts.
  • In relation to both programs implemented in Europe, as well as HIAS Europe programs implemented through HIAS Country Offices in Africa and South America, provide oversight of the execution of project plans via regular financial, program tracking reports and M&E data related to monitoring program performance. In doing so, ensure compliance with donor requirements.
  • Conduct regular monitoring of HIAS Europe programs implemented by HIAS field offices, including through periodic monitoring visits.
  • In cooperation with Institutional Development and field colleagues, coordinate the timely preparation of comprehensive and statistical reports requested by donors, plans for proposals and other projects documents.
  • Support HIAS Operational Framework on Accountability to Affected populations.
  • Performs other duties assigned by the Director.

QUALIFICATIONS & REQUIREMENTS:

  • A minimum of 8 years of working experience, preferably with an INGO or IO.
  • Significant experience from an international human rights or humanitarian organization in a senior position including overseeing program implementation, monitoring and design, and maintaining positive relationships with partner organizations and external agencies.
  • Experience of effective team management including building shared objectives, quality control, motivation, performance management, staff development and training.
  • Experience and skills in forced migration-related programming would be advantageous. Proven technical knowledge on rights based approaches.
  • Strong programmatic and analytical skills. Demonstrated experience of research, capacity building, Proven technical knowledge on rights based approaches M&E and knowledge management.
  • Excellent writing, communications, facilitation, capacity building and networking skills in English. Knowledge of French and Russian/Ukrainian would be an asset.
